Construction Project Coordinator:

Article 41 of the Law No I-1240 on Construction of the Republic of Lithuania dated 19 March 1996; Paragraph 30 of the Technical Regulation of Construction  STR 01.12.07:2004 “The Rules of Technical Maintenance of Buildings, Qualifying Requirements to the Technical Supervisors of Buildings, Forms of Documents on the Technical Maintenance of Buildings as well as the Description of the Completion and Keeping Thereof " approved by the Minister of Environment of the Republic of Lithuania  in his Order No D1-347 dated 21 June 2004; the requirements to the amendment of the Technical Regulation on Construction STR 01.12.07:2004 “The Rules Technical Maintenance of Buildings, Qualifying Requirements to the Technical Supervisors of Buildings, Forms of Documents on the Technical Maintenance of Buildings as well as the Description of the Completion and Keeping Thereof” approved by the Minister of the Environment on 22 October 2008 in his order No D1-552.

Willing to minimise your troubles and concerns, to ensure safe technical exploitation within the whole economically justified useful life, to prevent possible conflicts with the state authorities implementing the supervision of the using of buildings, we offer to perform the technical maintenance in your enterprise.    

A technical supervisor of buildings assigned by the UAB “COS LT" will:

  • Inspect visually the main structures of a building, record detected defects, the dangers and risks of breakdowns or fall during continuous monitoring as well as will provide suggestions how to eliminate them;
  • Register structural and engineering equipment defects noticed during the continuous monitoring in the register of the technical maintenance of the building;
  • Organise the performance of an annual, extraordinary inspection, where the commission of specialists (the chairman of the commission – a certified professional with the qualification certificate of the manager of the main area in construction technical performance)  will review in detail and inspect the main structures and engineering equipment of the building, will establish the need for construction research, the defects of the building, the need for repair works and will present a building inspection report ;
  • assess the quality of the continuous monitoring;
  • organise the research of the existing building;
  • complete the technical passport of the building;

The purpose of the technical maintenance of the building is to ensure the essential requirements established by  the Construction Law and construction technical regulations during the whole duration of the economically justified useful life of the building.

Construction Project Coordinator responsibilities :

  • the continuous monitoring of the condition of the building;
  • the periodical and specialised reviews of the building;
  • the organising of repairs (ordinary or overhaul). 

The continuous monitoring of the building shall be performed at least once per month, the monitoring shall be performed by the technical supervisor of the building or, where the technical supervisor is a legal entity,  the employee, who is assigned to perform the continuous monitoring. During the continuous monitoring, the main structures of the building shall be visually inspected, noticed defects, the dangers and risks of  breakdowns or fall shall be recorded and the measures to eliminate them shall be envisaged, the condition of the fire safety equipment and means, the sanitary condition of the premises and environment shall be inspected.  

The periodical and specialised reviews of buildings include

The annual reviews of a building, its individual structures and engineering equipment ,which are performed at the end of the winter season (in consideration of the peculiarities of the using of the building  and before the start of the winter season).

Civil - Construction Project Coordinator

The mandatory requirements of the using and maintenance of a residential building as well as the procedures of the implementation thereof are established in the Construction Technical Regulation STR 1.12.05:2002 “The Mandatory Requirements of the Using and Maintenance of a residential Building and the Procedures of the Implementation Thereof " (Žin., 2002, No  81-3504), which is compulsory to the owners of residential buildings,  the associations of the owners of apartments in residential apartment buildings (of three or more apartments); enterprises performing the maintenance of apartment buildings  in compliance with contracts concluded with the owners of such buildings (co-owners) or the associations of the owners of apartment buildings.

Technical Maintenance of non Residential Building

The technical maintenance of non-residential buildings shall be performed in compliance with the Construction Technical Regulation STR 1.12.07:2004 "The Rules of the technical Maintenance of Buildings, Qualification Requirements to the Technical Supervisors of Buildings, the Forms of Documents on the Technical Maintenance of Buildings as well as the Description of the Completion and Keeping Thereof " (Žin., 2004, No  98-3658).

Maintenance of Electrical Equipment:

The maintenance of the electrical economy (the performance of the functions of  a person  responsible for the electrical economy of the enterprise). 

A certified person responsible for the electrical economy shall be assigned for the electrical installations of every user, if the allowed to use power of the available electrical installations in case of a three phased terminal is higher than 30 kW. (the Safety Rules of the Exploitation of Electrical Installations approved by the Minister of the Economy of the republic of Lithuania on 26-11-2004 in his order No  4-432).

In your enterprise, a certified engineer assigned by the UAB "COS LT" will:

  • Carry out reviews of electrical installations;
  • Perform the control of compliance with the requirements of employees’ protection against electricity;
  • Inform the administration about adopted new regulatory documents in the area of electrical safety;
  • Give proposals to improve the condition of electrical safety;
  • Fill in required registers;
  • Develop the schedules of the technical inspection of electrical installations, preventive tests; 
  • Manage electrical power consumption accounts, present reporting documents;
  • Organise training and certification for energy workers;
  • Develop job descriptions for energy workers;
  • Organise provision with signs and registers;
  • Organise provision with personal protective equipment protecting against electrical risks, Organise the inspections thereof within the established periodicity;
  • Organise the measurement of bolts and the development of electric power feeding schemes;
